Our condition standards classify "New (Surplus)" as items that have been issued to military personnel but have not been used.

Militaries of many countries issue basic and spare military equipment to their personnel so that soldiers can easily replace damaged or lost equipment during missions.

Since the military replaces/updates issued equipment periodically, every 2-4 years depending on the country, in some cases spare personnel equipment returns to military warehouses unused, but no longer used due to the high standards of the military.
